Ukraine army and rebels say new truce in east disrupted

Nearly 10,000 people have been killed since a Moscow-backed insurgency erupted in eastern Ukraine in April 2014Ukrainian government forces and the pro-Russian separatist rebels fighting in eastern Ukraine on Saturday accused each other of disrupting a fragile truce declared late December. Kiev and the rebels agreed a new "indefinite" ceasefire deal after Ukraine and Russia held talks in Minsk last month mediated by the Organization for Security and Co-operation in Europe (OSCE) and it went into force on December 24. Ex-Soviet Ukraine accuses its neighbour Russia of launching the war in retaliation for the ouster of Kiev's Moscow-backed president in 2014, while Russia denies any role in the conflict.

Earlier, the Guardian newspaper reported that the negotiator, Michel Barnier, had told colleagues the EU would have to strike a "special" deal with Britain's hugely important finance sector to keep credit flowing in Europe. In a tweeted message, Barnier said however he had not been talking about an arrangement with the City of London, one of the world's most important financial markets.

Major ice storm bears down on central U.S.

Chris Korinek clears snow from his driveway after a heavy winter storm in Incline Village, Nevada(Reuters) – The brunt of an ice storm was expected to roll through the Great Plains and Midwest this weekend after claiming the life of a motorist, causing scattered power outages and wreaking havoc on travel plans for airline passengers and motorists. Ice, freezing rain and winter storm warnings and advisories remained in effect for Saturday and Sunday from northern Texas, east across parts of the Midwest and into the Washington D.C. area, the Weather Service said. "This will create hazardous driving conditions." The storm's first known casualty was Tiffany Jackson, 31, of Crystal City, Missouri, who police said lost control on an icy overpass.
